I don't know the solution, but cmd.exe is not installed by PB, so the
reinstalls would have no effect. cmd.exe would be in your Windows
installation. It should be in C:\WINDOWS\system32 and you should probably
have ComSpec=C:\WINDOWS\system32\cmd.exe in your environement variables
along with maybe making sure that the path is also in the PATH environment
variable.
