Error: Unable to execute CMD.EXE

I am now despairing with my pb4.21 install.
It was working fine, but will now not build at all.
I have done 3 complete re-installs now - including restarting pc inbetween
uninstall and reinstall and doing regclean in between.
Each time I just made a simple test platform to test.
That's a complete day gone, just trying to make an installation work.

Ideas please ?
