Do you mean that when you download you are copying your image to flash so
that your device can boot without loading the image.
If yes, it means probably that your Bootloader is designed to not activate
KITL when booting from flash, to be able to have a CE device that could run
without a KITL connection (when you activate the KITL connexion, the CE
kernel will halt till the connection is established, so it means that you
won't be ablme to boot your device if you don't have a PB waiting for KITL
connection). Consequenlty, the CE image will not try to initiate a KITL
connexion, which explains why PB is waiting for connection.
