Platform hangs if PB is not connected with the target

Hi,
I am working on Intel PXA27x(Bulverde) platform. I enabled CE target
control and KITL in the platform setting, built an OS image, flashed
it to the target. I powered on the board, if PB is connected with the
target, everything works fine. But if PB is not connected, OS didn't
start.
Do I have to connect PB with the target if KITL is enabled?
