You've to add the Multi Language UI (MUI) support to your image and add
additional languages to it.
Search the "How to Create a Multilingual Run-time Image Using MUI"
article in PB help for a detailed step-by-step description of this
process (I hope to see more and more how-to articles in PB
documentation).

Changing the UI language requires a cold boot, but you can build an
image with more than one language (obviously each language added will
increase the image size).
