By default the FTP server's home directory is \Temp which probably contains
no files. This is done for security reasons so that accidentally including
the FTP server in you device doesn't allow anyone to just come in and
access all your files. Change the HKEY_LOCAL_MACHINE\COMM\FTPD\DefaultDir
setting to whatever you need and refresh the service.
