NMAKE : U1073: don't know how to make 'RomImage' ?????

Dear All,

This was my first message to this group.
I am new to WinCE development .

I want to create a boot loader for WinCE 4.0 on X86 platform.
For that I followed the steps given in MSDN help.
When I tried to attempt ""Build your first boot loader executable
(.exe) file"" step given in MSDN i got the error as
""NMAKE : U1073: don't know how to make 'RomImage'""
and i didn't got Eboot.exe file.

What may be the wrong I am doing ??
