Just by way of update, in case anyone else has this type of problem:

I updated service pack 4 of embedded studio but found that tcpipc.dll,
cetlstub.dll and cemgrc.exe are all new.

So after I updated my image with these files, everything came to life.

Lesson learned: Make sure you update whatever files you build into
your image when you get a service pack upgrade.
