WinCE 2.12 CESH - Failure while writing data to hFPGA

I am doing some maintenance work on a WinCE 2.12 MIPS custom platform and
have been trying to get CESH going.
When I call CESH as below, I get an error message:

A dialog box pops up: "Ppsh - Failure while writing data to hFPGA".
I have used CESH in the "test" mode to bounce bytes backwards and forwards
(0xDE from target to host; 0xAD from host to target), but can't seem to get
any further.
I'm a bit stumped, and any assistance would be appreciated.
