removing Standard SDK feature breaks platform?

Hi- is it possible to remove Standard SDK for Windows CE .NET from an image? When I take it out, the device won't boot, repeating
Exception 040 Thread=8dfc886c Proc=2dfc8a92 'filesys.exe'
AKY=00000003 PC=03f9f014 RA=03f9effe TEA=00000000
The only difference is the presence/lack of Standard SDK. How can I work around this?
