Honestly the fastest and least expensive way is to buy it. I don't say that
just because we have a PXA255 BSP we sell, but because I know how much it
costs and I know how long it takes to implement one.
If you do decide to go it on your own whether you use the command line or
the IDE to build the boot loader is the least of your worries. Typically the
BSP includes a DIRS file in the root of the BSP folder %_TARGETPLATROOT%
that then has an entry for the boot loader (typically eboot) this allows the
boot loader to build at the same time as the OAL. This is useful as the OAL
and bootloader often share common libraries but need different settings for
them (e.g boot loader needs physical addresses, OAL needs virtual)
