Set the application to be Build but don't include in image if you are
building it with PB.

If you are building it separately and including it in the image, remove it
from the bib file.

Either way, have the exe in the _FLATRELEASEDIR, then when connecting with
PB the app will be downloaded when needed by the RELFSD.
