It requires some type of persistent file system, and that depends on the
device. One type of persistent memory is flash, and MS provides some
libraries to implement a flash based file system. Other third parties
(Intel for their flash, Datalight for many flash types) provide more
sophisticated solutions.
Note that a flash file system will show up as a separate folder - it won't
be the \Windows directory unless you shadow the root directory to an
external file system. That's another topic altogether.
