Question about IMGNODEBUGGER

hello,

If I change the "Kernel Debugger" setting from the
project in platform builder, is that equivalent with
changing IMGNODEBUGGER from a build window?

What exactly does IMGNODEBUGGER affect? What I would like
to know is what I need to rebuild. If I change
IMGNODEBUGGER, do I need a rebuild all, or is makeimg
enough?
