Cant see Persistent Memory Manager Directory

The Persistent Memory Manager is loaded but I do not see the directory in explorer.
OS : winCE 4.2
PXA250
Process Viewer:
filesys.exe is running with modules : psmfsd.dll, fsdmgr.dll, relfsd.dll, coredll.dll
Do not see any errors when winCE loads.
winCE runs directly from Flash
Flash = Intel RC28F256K3
64megs SDRAM
Registry entries are per the Intel doc and are verified through the remote registry reader:
[HKEY_LOCAL_MACHINE\System\StorageManager\AutoLoad\PSM]
"Dll"="PSMFSD.dll"
"Paging"=dword:1
[HKEY_LOCAL_MACHINE\System\StorageManager]
"Dll"="fsdmgr.dll"

Has anyone else encountered this problem?
