What does run-time license do?

Hi,all

I found that without run-time license my nk could still run very well. It's
not like XPE that shows an evaluation sign on the right-bottom side of the
screen. I mean that technically could I distribute the NK.bin that I built
without run-time license? Is there any evalution period?
