Can't find import 713 in coredll.dll

Hi,
 I modified the wceshellfe.reg to include
@CESYSGEN IF WCESHELLFE_MODULES_CPLMAIN
   cplmain.cpl $(_FLATRELEASEDIR)\cplmain.cpl NK H

 and made change to the .reg file to include the Comm control panel settings.
However when i build the image i get the following error. Please guide.

Error: Can't find import 713 in coredll.dll
