A couple things...
1) You can only update an Ipaq if an update is available for your device
from HP.
2) While PPC2003 is based on CE.NET 4.2, that doesn't mean that it supports
DirectX components. In general, PPC supports GAPI as it's programming
interface, not DirectX. It might be possible to support both, but it's
certainly not a required component in a PPC OS. If I had to guess (only a
guess) I'd say you're not going to be able to do any DirectX development on
an Ipaq.
3) You can't use Platform Builder to create an update for a PPC.
4) Platform Builder isn't available in any form through an MSDN
subscription. You can download an evaluation version from MS, maybe that's
what you are referring to.
