I've noticed the Windows CE docs on this were incorrect. Shares must be written to:

HKEY_LOCAL_MACHINE\Services\SMBServer\Shares\

and NOT

HKEY_LOCAL_MACHINE\Comm\Services\SMBServer\Shares\
