The people who designed the operating system for and build the hardware for
the device are the device Original Equipment Manufacturer. They would know
how you should install the framework so that it will persist through a
reboot, if that's even possible (which it might not be).

My impression of installing in other locations besides \windows is that
there are still folders in \windows that are required for the framework to
persist, so, if \windows is actually in the RAM filesystem, you can't
install the framework without some significant messing around and a means to
copy those files that would normally be in \windows after the install back
to \windows on every boot of the device. Again, contact the OEM...

When i install a newer version of .NET Framework in my device with
Windows
CE 5.0, my device install and at this momento it´s fine. But when i
turn-off
my device and then i turn-on my device return to original version of
.NET
CF.
