Windows CE 5 is not a single thing for which this sort of question can be
answered. Windows CE is a modular operating system where the device OEM
decides which pieces, network, display, window manager, media player,
codecs, etc. are there and which are not. You might build a device with
streaming video and media player or you might build one with no display, no
keyboard, no window support, no networking. The answer for one might be yes
(I've never tried to build a device with streaming video support), while the
answer for another might be a rather obvious no.
