Apparently this information can be found by digging through source code, if
you have a "Microsoft Premium Source Code agreement with Microsoft".
I'm sure there is a cost to this, and that it requires entering into NDA
with Microsoft.

I've now read over the netui code, and can set several PEAP properties
programmatically through API calls, just not the password. Typically,
the
password is set interactively upon first authentication, normally by the
CE
RAS/EAP system's dialog if InvokePasswordDialog is 1, or optionally by a
DLL
specified in InteractiveUIPath, if InvokePasswordDialog is 0.
