Well it turns out that all we need to do is to change the "Network
Security:
LAN Manager authentication level" from "Send NTLMv2 response only" to
"Send
LM & NTLM - use NTLMv2 session security if negotiated".

The reason that we got the error:

\\OurCEPCName is not accessible. You might not have permission to use this
network resource. Contact the administrator of this server to find out if
you
have access permissions. Logon failure: unknown user name or bad
password."

is less clear.

From XP we logged on by typing \\OurCEPCName in the explorer address bar.
This worked fine and shows the list of all the shares that we have set up.
However, it would seem that for vista, we have to explicitly go to the
share
when we log on i.e. \\OurCEPCName\Hard Disk.
