Ok, so what is going wrong? It seems the ethernet chip is initializing properly, using static IP 192.168.10.182 and is now sending BOOTME's to the network. You now have to go to Platform Builder, load your OS Design, then click menu Target, choose Connectivity options and configure your connection to use ethernet as transport and KdStub as debugger. Now click the "Configure" button and choose CEPC9279.
Of course your dev pc has to be in the 192.168.10.xxx network with a subnetmask of 255.255.255.0 to receive the BOOTME's.
I think you should read up on how to work with platform builder a bit more...
