Is there anything left to load? You've included virtually nothing in the
OS, so I wouldn't expect to see much activity. Does the target control
window work (the Windows CE > prompt)?

The PB stopped loading the modules after the file system is initialized.

Well, for starters the Remote Tools have to run code on the target. Most
of
those tools are going to require support from OS components that you
haven't
included in your OS design.
Unfortunately I don't know what the list of dependencies is for each
tool.
But most of them require the C++ Exception handling support for starters.
You're also likely to need a filesystem...
