i trust app will look for the existance of the provision file first.
FYI: there is a new Bootloader in FP_VOIP which will retrieve the configuration at startup from the server.

Anyway i may not be able to help you today, as i am busy heads down on code with other project..

Will checkout this stuff around sunday and will post you.
