I think that the answer is in the line that you did not include:
For more information please contact your local Authorized Windows Embedded
Distributor.
The link is broken, but it isn't too difficult to find
http://www.microsoft.com/windows/embedded/disti/distributors.mspx

Hello, every one.
According to ms site
http://www.microsoft.com/windows/embedded/eval/wince/components.mspx
================================
Cellcore or its sub-components could be included in the Core runtime
provided that the Embedded System:
(a) must be limited to data use only, and
(b) may not be used to make voice calls over a cellular network. This
limitation includes any indirect use of the voice capabilities of
cellular networks via peripheral devices to make the voice call and/or
the voice call connection.
================================
It does not mention anything on professional version, so in pro
version, can make use of full phone features? or also data only?
thanks
.
