The device does have a valid MAC and the DHCP issued IP address is valid and
for that device. I would think that it would not even work through the hub
if any of those things were bad.

No Windows CE issues that I've ever seen, no. Capture the serial debug
messages from a DEBUG build of the operating system and see whether any
errors are reported. Verify that the DHCP-assigned address is right, that
the subnet mask, in particular is right, that the gateway address is
right, and that the Windows CE device *has* a valid Ethernet address. If
you've designed your own hardware and you haven't programmed an Ethernet
address into the controller or its EEPROM (it's probably just an
uninitialized 0xffffffffffff, which will never work), that could cause
this sort of a problem.

Are there any issues that require a CE device to be connected to a hub
instead of a switch in order to connect over a 10/100 Mb network?
We are creating a product that has Windows Embedded 4.2 CE for the OS.
The device can be controlled over the network via 10/100 ethernet RJ45
connection on the device. We are having a problem connecting to the
device when the device is plugged into a switch, but when the computer
trying to connect to the device and the device are plugged into the same
hub the connection works.
The switches we have are simple unmannaged 3Com 48 port 10/100 switches
with out any types of blocking configured. Both the device and the
computers trying to connect to it are on the same switch. We have been
using these switches for about 3 years without any current or previous
issues. The hub that we are using to get this to work is just a simple
off the shelf Netgear 4 port hub.
From what the developer tells me the device broadcasts on Port 11000 at
an IP address of 224.168.100.2. It is broadcasting 2 packet. The first
is a packet containing the IP address it received from the DHCP server
(our internal IP), its name, and its MAC. The second packet contains
some status information.
I am thinking that since the CE device does get an IP address from the
server and I can ping the device no matter if it is connected to the
switch or the hub or to the switch through the hub then the problem lies
in the broadcasting part.
