Device with Ethernet - fails on switch, but works on hub

Are there any issues that require a CE device to be connected to a hub
instead of a switch in order to connect over a 10/100 Mb network?

We are creating a product that has Windows Embedded 4.2 CE for the OS. The
device can be controlled over the network via 10/100 ethernet RJ45
connection on the device. We are having a problem connecting to the device
when the device is plugged into a switch, but when the computer trying to
connect to the device and the device are plugged into the same hub the
connection works.

The switches we have are simple unmannaged 3Com 48 port 10/100 switches with
out any types of blocking configured. Both the device and the computers
trying to connect to it are on the same switch. We have been using these
switches for about 3 years without any current or previous issues. The hub
that we are using to get this to work is just a simple off the shelf Netgear
4 port hub.

From what the developer tells me the device broadcasts on Port 11000 at an
IP address of 224.168.100.2. It is broadcasting 2 packet. The first is a
packet containing the IP address it received from the DHCP server (our
internal IP), its name, and its MAC. The second packet contains some status
information.

I am thinking that since the CE device does get an IP address from the
server and I can ping the device no matter if it is connected to the switch
or the hub or to the switch through the hub then the problem lies in the
broadcasting part.
