WinCE vs. XPe

I have successfully developed a Windows XP Embedded system and now I'm
trying to see if "Windows CE is right for me." I started the following
lists and I am hoping that experienced users can correct or add to it. What
I'm really looking for is how much more difficult it will be for me to
develop a CE OS on a CEPC than it was to develop on XPe.

It's harder to develop a CE OS than an XPe OS because.
1. CE does not leverage a familiar system the way XPe leverages XP Pro.
2. A CE driver can not be developed by reusing binaries from an XP Pro
driver.
3. CE runs on multiple platforms rather than only a standard PC platform.

It's easier to develop a CE OS than an XPe OS because.
