The telnet server that comes with the OS will launch programs; it's simply a
network wrapper around the command shell, at least on generic Windows CE (we
have both our own telnet server and Web server on our devices and they both
allow program launch under password control). If you type "runme.exe" to
it, it will try to launch runme.exe on the device.
I don't use the emulator for this stuff. It's not designed to be used as a
reliable testing environment. It's cute. It's convenient for application
development until you get real hardware, but it's not a replacement for real
testing on real hardware.
You'll have to read about the CE Test Kit in the help for Platform
Builder/Windows CE. It's a shell for running automated tests.

I am checking to see what avenues are available when trying to orchestrate
this programatically. We do have telnet but not aware of it's ability to
launch apps unless it can remshd as we used to in unix. The web server is
running but doesn't allow app executes. Is there a way to pogramatically
run
the remote display app to perhaps start, connect to a particular emulator
instance and run a test script?
Can you please elaborate about the CE Test Kit and how this might help?
