Platform Builder is for folks who want/need to build custom versions
of the Windows CE operating system and/or drivers.
SDKs are for application programmers. They provide function
declarations and libraries. Which SDK(s) you need depends on the
programming language you prefer and the devices you are targeting.
In this context, "newbie" is a useful word, not a pejorative. In
particular, I just used google
(http://groups.google.com/advanced_group_search) to look up
newbie
in this newsgroup and got 134 hits. I took a quick look at the first
page. I saw several threads that might interest you even though they
don't answer your specific question. I saw one that might answer your
specific question.
This group is somewhat biased towards folks who use Platform Builder.
