From the WindowCE Drivers specs:
"The VoyagerGX display driver supports display rotation in 90, 180, and
270 degree angles. However, currently Windows CE GPE classes do not
support DirectDraw functions in rotation mode. Therefore, there is no
hardware video support in rotation mode, only software-emulated Color
Space Conversion blit. Also, 2D hardware acceleration features are not
fully supported in this rotation mode, only RECTFILL and LINE. To
enable this feature, the VoyagerGX driver must be compiled with
SMI_ROTATION environment flag enabled (refer to Environment Options
Appendix for more details). Applications can rotate the display
dynamically, by calling the display driver rotation escape functions. A
default rotation angle can be specified using Angle registry key (refer
to Registry Settings Appendix for more detail)."
