Tahoma already exists on the Windows CE device, very likely. I don't think
that you're going to successfully replace it unless you are the device
vendor and can rebuild the OS.
You can copy it to the \Windows folder or to the \Windows\fonts folder, as I
recall. It's possible that you may have to assign the font to the
window/dialog with code, rather than through the resource editor to get it
working, too.
Using one of the fonts that comes with Windows XP isn't a good choice. You
aren't going to be able to legally distribute that (unless you have some
great inside contacts at MS who can tell you how to license it).
