keybd_event sends characters to whatever window has focus.

To send "keyboard" input to a specific window, use WM_CHAR. I'm pretty
sure this is what keybd_event effectively does. I know my apps accept
characters sent via WM_CHAR, and that's how I get info from SIPs.
