Chris De Herrera's site is almost always a good place to start for
info on Windows CE. He even has a section for developers:

Also:

(although it may have an MFC bias)

The Microsoft web site (see one of the above references for a URL) and
MSDN Library (AKA context-sensitive help) have lots of info.
