We've consolidated efforts in order to deliver a single, high quality
development tool as opposed to the previous set of 3 tools.

The .NET Framework SDK is a free download which contains everything you need
to do command-line compilation for .NET Compact Framework apps. In fact,
there are a number of 3rd party IDEs (many of them free) which leverage this
for developers who are not interested in the full VS.NET package.
