application for barcode reader

Tech-Archive recommends: Fix windows errors by optimizing your registry

I am looking to develop an application for a WiFi barcode reader that simply
reads barcodes and sends a stream of data to a daemon listening on a remote
machine. Just about all of the WiFi barcode readers that I've researched are
running Windows CE. Unfortunately, all of my development experience is in a
UNIX environment and I really have no clue on how to get started.

If someone could point me in the right direction, I would really appreciate
it.
