Windows CE has no EXE called regedit.exe, so I'm not sure what you're
running. You can't copy EXE files from your PC to a Windows CE device and
run them.

I have the same problem on my NAVIGON navigator, the error occur opening
the
application file, not shortcut.
I can´t open regedit.exe and many other windows applications. The error is
about file not found or libraries missing.
Can anyone help me?

guess would be that you're actually double-tapping on a shortcut and the
real EXE is not present in the folder that the shortcut points to, but
we'll
need a lot more information to make a real guess.
