The most-basic choices are: .NET Compact Framework (C# or VB.NET), Win32 (the basic API of the OS, which every other thing ends up calling anyway), and MFC.
I'd say ATL and STL are viable options too. STL would be a far better choice that MFC (though IMO so would eVB or some ancient port of LOGO).
