What I need to develop this...?

Hi all,
I am new to windows ce world, and a lot confused...
Let me explain my situation: I need to develop an extension to a
project that modifies the SIP in this way: I need to add handwrite
recognition to it (using the one provided with the OS) so I get user
input and pass to the existent modified SIP engine.

Now my problems are:
1) I don't know what development tool I need... My predecessor used
Visual C embedded... But seems that I need HWXUSA.lib, that can't be
found anywhere. I need to use Platform Builder? What version? Or
Visual Studio 2005? Or what?
BTW, I have downloaded almost all sdk on www.microsoft.com...

2) I need to to this for WinCE3.0 and PocketPC2003 (WinCE4? WinCE5?)

I really need some clarifing help, at least on what to use... Thanks
