For home users, no-charge support is available by calling 1-866-PCSAFETY in the United States and in Canada or by contacting your local Microsoft subsidiary. There is no-charge for support calls that are associated with security updates. When you call, clearly state that your problem is related to a Security Update and cite the update's KB number (e.g., KB951535).
For more information about how to contact your local Microsoft subsidiary for security update support issues, visit the International Support Web site: http://support.microsoft.com/common/international.aspx
For enterprise customers, support for security updates is available through your usual support contacts.
=> For the .NET Framework update(s), see A4 in my previous reply. These updates do NOT qualify for free Windows Update support.

Thanks for the quick reply. My Windows version is Xp Pro 2002, SP3
I tried the first suggestion (download the update for Office 2003: December
9, 2008) but that too failed to install - i get the file, accept the terms,
it does something in the background and then comes back with "the update
cannot be applied".
The help link, to be honest, is very unhelpful as it leads you into some
automated generic system that does not recognise the problem and then refers
me to the supplier of my 3 year old PC. I am not going to waste my time
chasing them for support on this as surely this is a very specific OS update
/ configuration problem - they are just going to send me back to you.
Any better idead?

Always state your full Windows version (e.g., WinXP SP3; Vista x64 SP2)

A1 through A3. See...
Description of the update for Office 2003 (December 9, 2008)
http://support.microsoft.com/kb/949074
....and/or see the "How to obtain help..." section of, e.g.,
http://support.microsoft.com/kb/951535
A4. 1. Before doing anything else, write down the .NET Framework versions
which are already installed:
How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

2. Now see Resolution Method 2 in http://support.microsoft.com/kb/923100.
After running the appropriate/needed tool, (re)install all .NET Framework
versions manually using the download links on the page.

1. Office 2003 Security Update for Microsoft Office 2003 (KB951535)
2. Office 2003 Security Update for Microsoft Office 2003 (KB953404)
3. Office 2003 Security Update for Office 2003 (KB954478)
4. Windows XP Microsoft .NET Framework 3.5 Service Pack 1 and .NET
Framework
5 Family Update for .NET versions 2.0 through 3.5 (KB951847) x86
The first 3 have been queued and have never installed (although they were
automatically downloaded some time ago). For each of these the error code
is
0x8007006E
The fourth was first downloaded today but also failed. For this one the
error code is different: 0x643
I have tried automatic and manual downloads. The file downloads ok, I
accept
the terms but then it fails to install.
I repaired the Office install because the Office Source Engine was
missing.
Even with that repaired, I still have the same issue.
What should I do? Presumably I need these updates!!
