If this is XP Home Edition, you can access the Administrator account by booting the system to Safe Mode. That should disable 3rd party drivers and enable you to make the needed changes in the Sys Config Utility without receiving the error.

Boot to Safe Mode,, access the built in Admin account, open the System Configuration Utility, disable all HP Services and Startup items [ they are not the cause of the issue but *are* causing the Access Denied message ]. Restart the system to normal Windows mode.
The system should now be in the Clean Boot state.
Open the System Config Utility once more and make sure that all of HPs Services and Startup items are still Disabled for now.
Now go here, download, and *save* ResetWindows.msi by clicking the Fixit
and choosing *save*.
Once the download completes, close the browser and any other open programs.
Prior to running ResetWindows.msi, make sure that Avast is up to date with it's latest virus definitions, and then scan the system with it.
IF nothing is detected, then run ResetWindows.msi.
IF *something* was detected, please post back with the name[s] of the malware and if Avast could Quarantine or remove it.
You may need to boot to Safe Mode to remove whatever was detected.

Some *thing* is guarding against changes in Internet Options by making changes to the system's Default Permissions.
When I did the "clean boot" and was in the system configuration screen, I pressed ok of course and got this message with a big red cross saying "Access is denied to some settings.
The changes made in the System Configuration Utility are done *prior* to a Clean Boot. I'm not following you here, Abby. If the system was already Clean booted, the only reason you'd be making changes in the Utility is to reset the system to boot normally.
*Specifically*, which page of the System Configuration Utility were you on and what change was made when the message appeared ?
A 3rd party driver, especially one installed with an HP printer, can be the source of an Access Denied message.
Did you click OK to the message and then choose the Restart button ?

If it's the latter, I can contact the tool's author and find out what the message is referring to.

If you choose to do so, suggest you Clean boot prior to running it:

Ensure the native XP firewall is enabled prior to running ResetWindowsUpdate.msi as their is no 3rd party firewall running when XP is in a Clean boot state.
Restart afterwards and see if the system can update now.

Check next to Startup type for both services and please post what they're set to.
AU should be set to Automatic
BITS can be set to Manual or Automatic
The log shows that Automatic Update's setting was changed to 4,
" Automatic (Recommended) ".
Don't confuse this with the AU service.
Automatic Update settings are available from the AU icon in Control Panel.
