I'm puzzled as to why Dell's XP SP3 CDs would contain a really old Version of the WUA that, IIRC, came out with XP Gold. Then again, I've not checked out any XP SP3 OEM edition CDs.

If the Windows Firewall is being disabled via GP, which firewall is being used ?

Did you try a manual installation attempt of the WUA from a Command Prompt to a non-connected system, after stopping BITS and AU, adding /wuforce, reboot, and then connect the system to see if it could
update ?

Something really 'hinky' is going on here. That update URL for the .cab files could be the tipoff.
