save it, Clean boot the system, and then install the WUA via a Command Prompt by first stopping the Automatic Update service, employing the /wuforce switch, and then restart the system.

Scroll down to More Information, How to obtain the latest Windows Update Agent.
Download the correct Windows Update Agent [WUA] for your system and *save* it.
Cleanboot Windows XP
http://support.microsoft.com/kb/310353

Once you've cleanbooted, run the WUA just downloaded.
Restart the system afterwards.
Undo the Cleanboot state by retracing your steps in KB310353,
restart once more.

Did that get the ActiveX component installed properly ?
If yes, then installed security software [antivirus/security suite/and/or 3rd party firewall/anti-mal/spyware/popup/cookie blocker]
was preventing the ActiveX from being installed.

As in the Note--the information bar does not appear so I can not get to the update page. I have searched around but can not seem to find a resolution to my problem. I have had the bar pop up on other websites but for some reason it doesnt on microsoft update. Any Suggestions??
I have Windows XP operating system...Im not sure what other info you might need.
