The updating issue *may* be malware-related, *may* be occurring because of the installed security software, or the OS files are in an 'inconsistent' state, which is why KB947821 is being reoffered.

Nevertheless, there is definitely something amiss with the registry entries for an IE Cumulative Security update.
After doing the steps in KB948252, download and save KB961260:

You should have a manually downloaded copy of KB947821 at this point, correct ? MS offers a newer release of it BUT ... the links to the latest release don't work. Go figure.

have (as of yet) left this update unidentified. Perhaps if you
