Well, duh! But that suggests the problem's been extant for well over a month.
If you installed KB947821 manually and it's still being offered by Windows Update or if all this is caused by a hijackware infection, you're best bet is to format & reinstall Vista, period.

updates and there was no mention of error

(KBxxxxxx) failed to install.
*Right* click the failed update and choose 'View details'.
Note what the error code is, if any.
*Please* post back with the KB number of the update that failed for IE
and the *error code*, if any, that was seen when you chose 'View
details'.

MowGreen asked what is the update... It is understood there is ONE
update it keeps wanting to install and does so (supposedly) - but you
have (as of yet) left this update unidentified. Perhaps if you
provided
the KB###### for it? I'm sure it must tell you *what* update it is
installing...
