I believe you mean you reverted your computer to 'as shipped' or
'original from factory' setup. "Reboot" is essentially similar to
turning off/on a computer.
Are you being offered Vista SP1 or are you trying to install it
manually?
Have you checked HP's website for any hardware/driver updates?
Visit:
http://h20180.www2.hp.com/apps/Lookup?h_lang=en&h_cc=us&cc=us&h_page=hpcom&lang=en&h_client=S-A-R163-1&h_pagetype=s-002&h_query=pavilion+dv9700
... and pick your specific version.
If it is as you stated (exactly) then you'll want:

Sorry i'm not a technical person :) but you got the point lol But I
did mean original factory.
My comp has hp update which automatically finds the updates that are
specific to my model.
model: DV9736ca
I am being offered the vista sp1, not trying manually, from
windows update and it was automatically starting the download
before. While downloading windows update would freeze my comp and
then eventually hear that beep from your internal speaker mid
donwload and not even get to the install!
The "HP Update" you speak of is far from reliable - from my experience.
Not to mention that it is not likely to install the BIOS update...
I still suggest you check manually and install necessary updates.
You also may want to let us in on why you recovered to factory setup in the
first place - believe it or not - that is not a fix-all. ;-)
