Did you, using Internet Explorer, have the system scanned by the OneCare Scanner ? http://onecare.live.com/site/en-us/center/howsafe.htm

It usually resolves damaged services caused by malwares. If it did not, strongly suggest you post to a reputable anti-malware forum to ensure that the system is free of malware prior to repairing/reinstalling the BITS service:

I even went to the Microsoft Download Center and downloaded the Windows Update Installer, and just got a message saying that Windows Update was already installed and running.
