Error installing kb961260

I am running Windows Server 2008 SP1 X64

Since kb961260 first started to install, it has continued to fail. Though I
cannot say for certain that this is the update that did it, I am pretty sure
that it is the one that caused the system to hang up during an update. I
gave it a couple of days to let it resolve itself, but eventually I was
forced to reboot the server.

Here is the latest error from Windows Logs\Setup:

The Windows update "Security Update for Windows (KB961260)" could not be
installed because of an error: 2148204800 "No signature was present in the
subject." (Command line: ""C:\Windows\SysWOW64\wusa.exe"
"C:\Users\scottmetelko\Desktop\Windows6.0-KB961260-x64.msu" ")

Since this failed install, my Server Manager won't let me read, change or
otherwise access the roles and Features. Following is the error information
for this:

I can't be certain that these two issues are related, but I would like to
resolve the installation issue. How do I get the kb installed and working
correctly?

I have tried this with no success:

Thanks to rrclimber for sharing the solution with us. In my case, System
Readiness tool reported in its log ("c:\Windows\Logs\CBS\CheckSUR.log")
missing files from update KB953838. I downloaded the update, unpacked,
changed owner of "c:\Windows\servicing\Packages" directory to give me
permissions to write to it, then changed it back to "NT
SERVICE\TrustedInstaller" (note that full name is required to find
TrustedInstaller service SID - it took me some searching/browsing to find
out), copied missing files, ran System readiness tool again, copied another
missing files, rebooted and Server Manager works again.

As for the missing files - in my case followin six files were missing:
(f) CBS MUM Missing 0x00000002
servicing\packages\Package_for_KB953838_server_0~31bf3856ad364e35~amd64~~6.0.1.3.mum
(f) CBS MUM Missing 0x00000002
servicing\packages\Package_for_KB953838_server~31bf3856ad364e35~amd64~~6.0.1.3.mum
(f) CBS MUM Missing 0x00000002
servicing\packages\Package_for_KB953838~31bf3856ad364e35~amd64~~6.0.1.3.mum
(f) CBS Catalog Missing 0x00000002
servicing\packages\package_for_kb953838_server_0~31bf3856ad364e35~amd64~~6.0.1.3.cat
(f) CBS Catalog Missing 0x00000002
servicing\packages\package_for_kb953838_server~31bf3856ad364e35~amd64~~6.0.1.3.cat
(f) CBS Catalog Missing 0x00000002
servicing\packages\Package_for_KB953838~31bf3856ad364e35~amd64~~6.0.1.3.cat

There were no files in the KB953838 update with the names like the third and
sixth one, so I decided to use files update.mum and update.cat instead.
According to their content and content of similar files which were already in
sevicing\packages directory it seemed they are the right ones. Cannot say for
sure, but since the problem has gone, I guess they are good bet.

I was able to find all of the files necessary except one. The following is
from my CheckSUR.log:

Checking packages.
(f) CBS MUM
Missing 0x00000002 servicing\packages\Package_for_KB961260~31bf3856ad364e35~amd64~~6.0.1.3.mum
